STATEN ISLAND, N.Y.— The NYPD will expand its Quality of Life Division to all precincts and public housing commands across New York City this summer, following a successful pilot program that tackled issues including reckless scooter operators and abandoned vehicles on residential streets.

The New York City Police Department cannot immediately fire dozens of rookie officers, including some with criminal records, who were allegedly hired illegally by the department, a New York Supreme Court judge ruled.
