Proposed new congressional maps in California could help Democrats flip five Republican seats and bolster around five Democratic incumbents in toss-up districts.

California Democrats released proposed congressional redistricting maps as their fight with Trump and Texas escalates.

The plan would help Democrats flip five seats, offsetting the gains Republicans hope to make by redrawing maps in Texas.

Rep. David Valadao currently represents the district, winning in 2024 by about 7 points. However, the area was represented by former Rep. TJ Cox, D-Calif., from 2018 to 2020, when it was the 21st District. Valadao, who represented the area from the 2012 elections until the 2018 midterms, won back the seat in 2020.

The Democratic plan — a response to GOP redistricting efforts in Texas — aims to secure 48 of California's 52 U.S. House seats, up from the 43 currently held by the party.

The California Legislature released the maps one day after Gov. Gavin Newsom kicked off a redistricting campaign.

She said she believes she will make the greatest impact by focusing on California's financial future as treasurer.

To disregard California’s practice of independently crafting political maps to avoid partisan tilt, Newsom’s plan hinges on the compliance of lawmakers in the state Legislature, which is dominated by members of his own party. And so far, it doesn’t look likely that the governor will meet significant resistance.
