His district map was illegal, according to the Supreme Court ruling. Rather than overturn an election due to illegal districting, Louisiana decided to fix the problem upfront. I’d say segregating black voters into certain districts so they can continue to vote for Democrats is probably more racist than anything Louisiana is done since like 1965. It’s also probably why large blue cities remain some of the most segregated in terms of where people live than any place else.
